Project Overview
The Town is planning for the redevelopment of its Trinity Court public housing community in an initiative titled Re-Imagine Trinity Court. This effort is a first step and key element of the Town’s Public Housing Master Plan to revitalize its aging public housing stock, to improve housing conditions and, where possible, to increase density to make more efficient use of Town land. This project also reflects the Town’s strategy to use Town-owned land to help support the development of affordable housing in the Town.
Background
Trinity Court was built in 1975, offering 40 units of public housing to families until it was vacated in 2018 due to structural deficiencies and deterioration of buildings. After weighing the options for how to bring the units back online, Council directed staff in May 2020 to begin planning for the comprehensive redevelopment of the Trinity Court community.
The Town’s goals guiding the redevelopment of Trinity Court include:
Replacing all public housing units originally located at the site
Maximizing the number of additional affordable units on the Site
Adjusting the bedroom mix to match demand while maintaining the current total bed count
Ensuring new development is compatible with the surrounding neighborhoods and fits within the constraints of the sites
Minimizing the need for Town gap financing through leverage of outside funding
The project concept seeks to take advantage of the opportunities provided by the location of the site. The site is adjacent to the Northside neighborhood and is surrounded by multifamily and single family homes. The site looks out over 10 acres of wooded Town land onto Umstead Park (0.3 miles away) and the Tanyard Branch Greenway trail. There is a bus stop at the site’s entrance, and Northside Elementary School is located 0.5 miles from the site.
Project status
In June 2021, the Town signed an MOU with an experienced affordable housing development partner, Community Housing Partners (CHP), selected to lead the effort to plan, demolish, and reconstruct the community. In April 2022 Council approved a conditional zoning for the site that includes 54 units of affordable housing that will serve households earning incomes at or below 30% of Area Median Income (AMI) up to households serving less than 80% of AMI.
In October 2022, the project received a 9% Low Income Housing Tax Credit award that will bring more than $10 million in funding to the project. The project will break ground in summer 2024 and should open in winter 2026.
